The Ballot Box in Greenford could become an Asset of Community Value: what it means

Ealing Council is considering a nomination to list The Ballot Box pub on Horsenden Lane North as an Asset of Community Value. A decision is due on 28 October; nomination does not yet mean the pub has been listed.

The Ballot Box pub on Horsenden Lane North in Greenford has been nominated for recognition as an Asset of Community Value. Ealing Council is now formally considering the application, with a decision scheduled for 28 October 2026.

The nomination was submitted by Friends of The Ballot Box Public House, described in the council record as a Community Interest Group connected to the local area. The case is currently marked “For Determination”, so it would be incorrect to say that the pub has already been added to the list.

The published file includes a redacted nomination form, supporting evidence and a site plan. The officer assessment will decide whether the property meets the legal criteria. Under the general Asset of Community Value framework, the main use of a building or land should support the social wellbeing or social interests of the local community, with a realistic prospect that this use can continue. Pubs are among the kinds of places that local groups can nominate.

What would listing mean in practice? It would not transfer ownership to the council, nor would it guarantee that the building remains a pub indefinitely. The owner would keep the property and could still decide to sell it. However, before disposing of a listed asset, the owner would have to notify the local authority.

After that notification, eligible community groups normally have six weeks to express an interest in bidding. If an interest is registered, a six-month moratorium gives the group time to prepare an offer. The owner is not required to sell to the community or accept its bid.

A successful listing lasts for five years. The owner can also request an internal review of the decision and may later appeal to an independent tribunal. The protection therefore creates time and a formal opportunity for a community bid; it does not permanently prevent a sale.

For Greenford residents, the key next step is the decision expected on 28 October. Until then, The Ballot Box is a nominated property, not an approved Asset of Community Value. Anyone following the case can check Ealing Council’s decision register, where the final status and reasons should be published after the assessment.

The nomination shows that a local group wants the pub’s community role to receive formal recognition. Whether the submitted evidence meets the legal test will be determined by the council when its assessment is complete.
